The plan is motivated by a rapid changing environment within and outside Malawi and by evolving institutional partnerships and funding possibilities. The growing interest in TEVET skills development in Malawi has resulted in many new initiatives and significant resources. However, sustaining the momentum is difficult, as new problems have arisen. In the face of widening demand for TEVET, the plan articulates the vision, mission statement, core values, goals, guidelines, trade-offs, activities and timelines that are critical to managing focus, expansion, partnerships and widening the resource base.
