The Simón Bolívar Andean University (UASB) was created in December 1985 and its first Organic Statute dates from March 1987 by Decision No. 204/VI of the Andean Parliament in the VI Ordinary Period held in Bogotá. Subsequently, this fundamental rule was adjusted in September 1992 by Decision No. 496/IX, amended in November 2008 and in 2020, the latest version of which is published in the Official Gazette of the Cartagena Agreement, by the General Secretariat of the Andean Community (CAN). ). The founding project of this international university is the product of the "Cartagena Agreement" and the "Trujillo Commitment/Protocol", which gave way to its incorporation into the Andean Integration System (SAI), determining that the Headquarters be established in the city of Sucre-Bolivia and national offices in other countries of the Andean Community (CAN), as is the case of the Ecuador National Office, the Academic Sub-Offices in La Paz and Santa Cruz (Bolivia); in addition to the offices in Lima and Bogotá. The Simón Bolívar Andean University enjoys autonomy, privileges and immunities in its headquarters and is governed by a single Statute. The Central Headquarters of the UASB has the "Headquarters Agreement" signed with the Bolivian State, ratified by Law No. 1814 approved by the respective legislative body, making this agreement part of the constitutional block, within the framework of international community law, international public law and the international legal order. For its part, the Ecuador National Headquarters has signed an Agreement with the government of that country. With this background, the Simón Bolívar Andean University has positioned itself in the region as an important actor for the Andean development and integration process, contributing to this task through plans, programs and institutional policies that respond to training, reflective and academic needs. of this time.
